Actual fight comparison
Not counting the total DPS Values (since those values have a lot more variables to consider), we are looking simply at a skill usage comparison over the same time period of two similarly playing players.

Spooky Smile -> SS

Vac Saint -> DET Build

Breaking down the differences.

DET Build - 152 Casts (not counting EA since it can be weaved during other skills)
SS Build - 158 Casts

Difference of 4% casts
SS Build has 4% higher Dots ticks on average.
SS Build has an average of 5% weaker Heavy Shots, but also has 6% more Heavy Shots/Stright Shots.

This is quite a large difference despite only a small difference in SS values between similar gear ilvls.

Given the calculated stat values, both gear sets should be equal yet the SS Build gives overall a 5% increase even given un-optimal play between Vac and Spooky.

(Spooky = over use of Feint, unused EA's, low DoT uptime etc)

Skill Speed increases BRD's ability to dodge and avoid mechanics similar to how Spell Speed helps Black Mage.

How?

- Lowers BRD Cast time for Iron Jaws refresh.
- Lowers BRD Cast time for dodging/slide cast during mechanics.
- Increases the chance of an instant cast Straight Shot

BRD BiS

Given this build using Flank Accuracy and with Baked Pipira on A8S for 97.5% frontal accuracy. It's pretty much the best you can get @ 2.35s GCD

Direct Comparison using Real World Values (Midas Savage)

% of Damage effected by SS -

HS - 90 - 13,500
BL - 63 - 9,450
EA - 40 - 9,200
WB DOT - 163 - 8,150
VB DOT - 154 - 6,160
SS - 37 @ 73% CRT 7,770
FA - 63 - 2,520
IJ - 25 - 2,500
SW - 7 - 1,820
ME - 10 - 1,900
BA - 13 - 1,300
VB - 12 - 1,200
WB - 12 - 720
F - 7 - 840
REP - 9 - 720

total potency = 67,750
Skills unaffected by SS = 15,190
Skills effected by SS = 52,560
DOTS effected by SS = 14,310

Example of 660 SS VS 660 DET (10% SS and 8.8% DET)

SS = 57816(SS Effected) + 1431(DOTS) + 15190 (SS Unaffected) = 74,437
DET = 73712
